Job Description
The purpose of this position is to assist the Bank meet its Group Security & Business Resilience objectives by:
Being the principal Group Security representative for all BoQ issues and having responsibility and accountability for the delivery of security outcomes to ensure the protection of BoQ Group employees and assets.
Protecting and value adding to the integrity of the BoQ brand.
This position will enable corporate security to function effectively across the Group
Providing strategic advice, leadership and guidance to the Group Security and Business Resilience (GS&BR) Team

Assist in the development of cost effective security measures to achieve desired regulatory and security outcomes and ensure that mandated security measures are effectively implemented.
Overseeing policies, procedures that relate to GS&BR, This position works closely with the Head of GS&BR
Monitor and implement security in coordination with financial crime and business resilience best practice
Report on trends and be responsible for reporting to Executives relating to physical security
External relationship management where required and directed
Assist business segments to implement corporate security policies and procedures.
Provide assistance to monitor, assess and recommend changes to ensure the protection of the Group’s assets (financial and non-financial).
Advise and assist with security projects.
Conduct minor security and crime investigations relating to incidents.
Be a subject matter expert in relation to financial security operations, security legislation, industry trends, standards and practices.
Provide security advice in relation to facility management.
Provide advice and support to business units in relation security and emergency procedure planning.
Monitor and assist the effectiveness of emergency and business continuity exercise programs.
Conduct security risk and vulnerability assessments of all BoQ Group facilities within the appointed region and provide specialist security advice to manage all risks.
Relative to the assessed risk to BoQ’ operations at a given location assess the ability of security measures to manage that risk and, if necessary, provide advice on alternative measures.
Manage the branch security risk assessments and ensure they are updated according to their risk profile

People management

Provide assistance to monitor, assess and recommend changes to ensure the protection of the Group’s employees.
Assist management in monitoring the performance of BoQ staff and contractors where their duties and functions relate to the provision of security services or have responsibility to deliver security outcomes.
Assist in the development and delivery of security related training, education and awareness to BoQ staff and employees of other organisations.
Provide security advice to employees within the appointed region in relation to proactive personal security issues.
Conduct minor security and crime investigations relating to incidents
Training
Provide leadership, guidance and ensure policy and procedure compliance
With Head of GS&BR ensure sufficient staff are cross trained to meet future requirements
Assist the Head of GS&BR in developing succession planning;
Identify training needs to ensure all staff comply with security requirements; and
Provide advice and awareness training to Branch and other Business Unit staff on GS&BR related matters where applicable.
External Stakeholder Management
Liaise with other financial industry peak bodies in respect to information and intelligence and other Law Enforcement Agencies as required;
Act as the Bank’s representative at security meetings/forums; and
Attend court hearings and providing professional evidence on behalf of the Bank as required.

General operations
Draft and update departmental policies, procedures and forms to meet departmental and legislative requirements.
Keep abreast of security typologies and industry trends, and assist in developing and maintaining security prevention and detection strategies and initiatives for BOQ;
Ensure that the management controls for the operations of GS&BR are in place and effective;
Assist the Head of GS&BR to identify synergies between the AML/CTF Security and FCU functions and implement process improvements to ensure their successful integration;
Assist the Head of GS&BR develop and implement management controls and workflow processes;
Assist the Head of GS&BR to manage the BOQ Security functions and program, including assistance with policy reviews compliance; and
Undertake other projects as directed by Head of GS&BR

Required Skills
Knowledge, Skills and Experience:

Qualifications:
Financial degree or other relevant experience.
Qld Security Licence or the ability to be issued one

Experience:
Solid experienec in a similar role
Fraud investigation experience with over five years experience with a financial services institution;
Experience managing an operations team, and preferably experience managing a fraud investigations team; and
At least 1 year’s experience with AML/CTF program in a financial services institution.
Experience in investigative techniques.
Skills & Knowledge:
Extensive knowledge of investigative techniques
Sound knowledge of legislation and ISO/AS/NZ Standards relating to all security functions and reporting requirements
Knowledge of legislation, regulation and codes that govern banking operations
Knowledge of bank products, systems, policies and operations
Ability to interpret legal obligations to ensure compliance
Excellent communication skills, both verbal and written
Strong analytical and problem solving skills
Good time management skills, with ability to meet deadlines and prioritise work on a daily/hourly basis
Ability to liaise with regulators, external fraud investigators and law enforcement officers
Strong customer focus both internal and external
Demonstrated sound judgement and strong decision making skills
High levels of initiative, proactive and reliable
Trustworthy and confidential nature
Ability to develop and provide training and guidance
